The Verkhovna Rada adopted a draft law on the development of biomethane production

The Verkhovna Rada at a meeting on September 9 supported in the first reading the draft law "On alternative fuels" for the development of biomethane production, draft law No.5464 was supported by 300 MPs, according to the Bioenergy Association of Ukraine.

The purpose of the draft law is to create legal conditions for the production and use of biomethane in Ukraine.

Thus, the draft law solves three main tasks:

  • legislatively regulates the term "biomethane" as biogas, which in terms of its physical and technical characteristics corresponds to the regulatory legal acts for natural gas for supply to the gas transmission and gas distribution system or for use as a motor fuel;
  • creates a Register of biomethane, which is an electronic system of records intended for registration of the biomethane presented in the gas transmission or gas distribution system and taken from the gas transmission or gas distribution system, as well as for the formation of guarantees of biomethane origin, their transfer, distribution or cancellation and provision of certificates of origin of biomethane;
  • establishes the procedure for the formation of guarantees of the origin of biomethane.

As a reminder, the relevant committee approved a draft law on the development of biomethane production.

Earlier, the Verkhovna Rada adopted as a basis a draft law on the compulsory use of liquid biofuels in the field of transport.
