PSO regime for heat producers across the gas market will end after May 20 – Shmygal

At a government meeting on Wednesday, Prime Minister of Ukraine Denys Shmyhal said that the regime of public service obligations (PSO) on the natural gas market for heat producers will cease to operate, Kosatka.Media reports.

The Cabinet of Ministers of Ukraine will not continue to impose public service obligations on NJSC Naftogaz of Ukraine to sell natural gas to heat producers.

“From tomorrow, May 20, the government will no longer regulate gas prices for heat producers. Accordingly, Naftogaz is not obliged to sell gas at a fixed price. Utility managers' inefficiencies will no longer be covered by a fixed gas price. Now all heat companies, most of which are owned by local authorities, will conclude contracts with gas supply companies on their own,” Shmyhal said.

He also instructed the Ministry of Regional Development and the Ministry of Energy to fulfil all the provisions of the memorandum between the government and the heads of Ukrainian cities within three weeks. Ministries must submit proposals for a bill to pay off tariff arrears to heat producers.

As a reminder, a gas market for household consumers was launched in Ukraine on August 1, 2020.

As reported, Ukrainian gas suppliers began to publish their annual tariffs.
