“UAH 69 billion of investments over 10 years”: NEURC approved the development plan for transmission system Ukrenergo

Today, the National Energy and Utilities Regulatory Commission for the first time in the last three years approved the Development Plan for the Transmission System for 2020-2029. This was reported by the press service of Ukrenergo.

The development plan defines the key areas and activities for the development of the networks of NPC Ukrenergo, the estimated cost of project implementation and sources of financing.

  • In accordance with the Development Plan for 10 years, the following are provided:
  • reconstruction of 102 operating substations with an increase of 10% in their total transformer capacity, replacement of obsolete and physically obsolete equipment and installation of automated process control systems;
  • construction of 8 new substations (completion of 500/220 kV Kreminska substation in the East of Ukraine, 330 kV Zakhidna and Skhidna substations in Kyiv region, 750 kV Primorska substation in Odesa region, 400 kV Uzhhorod substation in Zakarpattia , 330 kV Slobozhanska substation in Kharkiv region, Talnoe in Cherkasy region and Vuzlova near the city of Dnieper);
  • reconstruction of more than 1.5 thousand km of 220-330 kV power lines and construction of about 3 thousand km of new 220-750 kV power lines;
  • creation of a powerful telecommunication infrastructure (fiber-optic communication line) for the transfer of technological information from energy facilities to dispatch centers, which will ensure the necessary level of controllability of the energy system and data exchange, as well as the introduction of a number of cybersecurity measures.

“The priority is the reliability of consumer supply in the East of Ukraine, the elimination of “bottlenecks” in the transmission system, including in terms of the issuance of capacities of existing and prospective generation, improving the safety and reliability of the energy system. The reconstruction of the networks will ensure technical readiness and compliance with the reliability requirements of the transmission system during test isolated operation and further synchronization with ENTSO-E. In addition, the issue of constructing an energy storages with a capacity of 200 MW is being considered to ensure the necessary volume of primary frequency regulation with an increase in the share of renewable energy sources in the generation structure, as well as the successful passage of an isolated mode of operation of the power system”, said the Director for Network Operation and Development  Oleksiy Brekht.

According to Ukrenergo estimates, UAH 69 billion is needed to implement such ambitious plans.

According to the investment policy of the company, which allows you to attract long-term loans of international financial institution with low interest rates (up to 4%) and significantly reduce the burden on the tariff, the bulk of these investments (UAH 57 billion) are loans from international financial institutions. UAH 9 billion are Ukrenergo’s tariffs and another UAH 3 billion are from the income from other activities of the company.
