Kyivteploenergo: Ukrenergo refused to provide information on the results of its activities

NPC Ukrenergo refused to provide information on the results of its activities in response to the request of Kyivteploenergo, including on the settlement algorithm between market participants, it is said in the press release of Kyivteploenergo.

Due to the unjustified classification of this data as information with limited access and the refusal to provide it, Kyivteploenergo appealed to the Secretariat of the Ukrainian Parliament Commissioner for Human Rights with a complaint about Ukrenergo's violation of the requirements of the Law of Ukraine “On Access to Public Information” and drawing up a protocol on administrative violation.

The company mentioned that information on the distribution of funds between market participants cannot be confidential, since it concerns summary data on the volume of purchased electricity, the amount of funds received and paid by the state company Ukrenergo to market participants. Concealing this information from electricity market participants is a direct violation of the current legislation and may indicate an opaque and disproportionate distribution of state funds by NPC Ukrenergo.

NPC Ukrenergo is the only transmission system operator in Ukraine that buys balancing services based on market principles and purchases and sells power imbalances. Information on the results of Ukrenergo's work on resolving power imbalances must be made public as well. The information on settlements between all market participants should be public. In a critical situation, when the debts of NPC Ukrenergo on the balancing market exceed UAH 13 billion, of which UAH 1 billion are owed to Kyivteploenergo, the activities of the transmission system operator should be transparent and controlled by the state,” Serhii Hushul, Director of Department of Legal Support of Kyivteploenergo said.

To recap, almost 100 cases of unauthorized heat consumption were disclosed in Kyiv.

As reported, NPC Ukrenergo won the case in the Supreme Court on the claim regarding Kyivteploenergo.
