The National Energy and Utilities Regulatory Commission fined Ukrenergo of 1.7 million UAH

The National Energy and Utilities Regulatory Commission fined NPC Ukrenergo of 1.7 million UAH for violating the conditions and rules for conducting electricity transmission activities by main and interstate power grids.  

According to the rationale for the draft decision, the finalized report on the conformity assessment of generating capacities of Ukrenergo, submitted to the National Energy and Utilities Regulatory Commission, it only partially took into account the comments of the Regulator, which the NPC was informed about, but did not submit a new version of the document as of June 26, taking into account all the Commission's wishes.    

The audit also revealed the absence of a number of weekly reports from Ukrenergo, as well as the lack of a delivery and acceptance report within a specified time frame for the completion of work on setting up standard software products in accordance with the requirements of regulatory legal acts and the commissioning report of the Market management system (MMS,  aimed at ensuring the work of the balancing market).

 The National Energy and Utilities Regulatory Commission has no request for certification of the system operator from Ukrenergo.

At the meeting of the Сommission, a decision was made that obliges Ukrenergo to submit a duly certified copy of the commissioning report version 1.0 of the MMS system by July 15 and version 25 of the information system before October 25, and to submit to the Commission a revised report on  conformity assessment of generating capacity.

Also, from July 15, Ukrenergo is obliged to provide the National Energy and Utilities Regulatory Commission with a weekly report on the implementation of MMS, as well as a monthly report on the implementation of measures to reorganize the transmission system operator and certification.
