Restrictions on electricity generation and imports in the IPS due to warm weather – Ukrenergo

The suspension of the load of the 2nd power unit of Khmelnytskyi NPP at the level of 760 MW, restrictions on generation at TPPs and short-term restrictions on renewable energy sources, as well as electricity imports from the Russian Federation and Belarus in the Interconnected Power System of Ukraine are due to a significant decrease in electricity consumption in November 2019. This was reported by the press service of Ukrenergo.

The company notes that this situation is caused by an abnormally warm air temperature, which is not typical in November.

“The dispatcher suspended the load of the 2nd Khmelnytskyi NPP power unit, which was included in the grid on November 11, at the level of 760 MW. Electricity imports from Russia and Belarus have been limited for seven consecutive days since November 6 and at night do not exceed 50 MW. Due to the very warm weather, the system cannot accept the high level of the base power of the nuclear power plant (during November 1-10 it was 50-55% in the coverage structure, and reached 61% on November 11). In order to accept the full capacity of Khmelnytskyi NPP power unit No.2 (1000 MW), at least three thermal power stations would have to be completely stopped at night. In this case, we would lose the opportunity to cover the peak load. In the previous model of the market, this situation was called an “incompatible regime”, and in this case, Energorynok limited the capacity of nuclear power plants when compiling a daily load schedule”, explained Vitalii Zaichenko, Chief Dispatcher in Ukrenergo.

Ukrenergo also reports on the problem of stable overstatement by suppliers of electricity purchase/sale volumes by an average of 20%, as well as a low level of accuracy in forecasting the generation of power plants and wind farms (despite the fact that they are not responsible for their imbalances). This is supplemented by the energy of NNEGC Energoatom, which it cannot sell in full on the day-ahead market. As a result, each physical power surplus is about 2 GW.

“In its work, NPC Ukrenergo is guided exclusively by applicable law, according to which ensuring the operational safety of the power system is the highest priority for the activities of the system operator”, the company notes.

Recall that on November 5 in Ukraine for the first time restrictions on the generation of clean electricity took place.

Earlier, Andrii Gerus said that electricity imports to the IPS of Ukraine will cease from November 15.
