The Verhhovna Rada rejected changes to the law “On the electricity market”

The Verkhovna Rada did not support the new changes in the law “On the electricity market”. In turn, Volodymyr Groysman talks about the readiness to launch a new market on time.

The Verkhovna Rada did not support the draft law No.8527 “On Amendments to Section XVII” to the final and transitional terms and conditions of the Law “On the electricity market”.

150 MPs voted for the draft law with the minimum required 226, and only 154 MPs supported the attempt to revisit the law.

The draft law provided for amendments to the final and transitional provisions of the Law “On the Electricity Market”. It was proposed to reorganize the State Inspectorate on the Power Stations and Networks Operation and the State Inspectorate on Energy Supervision of the Regimes of Electricity and Heat Consumption by creating a central executive body that implements the state policy in the field of supervision (control) in the power industry until September 30.

As it is known, from July 1, 2019, in Ukraine a new electricity market has to start working, which ideally provides for the introduction of competitive mechanisms and the creation of the “market” itself in its more or less classical definition – the consumer will have the right to freely choose electricity supplier.

At the same time, there are rumors at the market now that the launch dates will be rescheduled, since it will be difficult to launch its operation normally. According to the Prime Minister Volodymye Groysman, the Ministry of Energy and Coal Mining is developing a regulatory framework for launching a new market.

At the same time, the Prime Minister, Volodymyr Groysman, claims that the date July 1, 2019 is defined by law and is not subject to change:

“The law “On the electricity market” has been developed together with our international partners. It was adopted by the Parliament and provides for the introduction of the electricity market from July 1 in accordance with all international standards. Therefore, now the Ministry of Energy is developing a regulatory framework for its implementation”, Groysman said.
