Ukrenergo temporarily suspended auctions for the purchase of auxiliary services

Since April 6, 2020, Ukrenergo had to suspend the holding of auctions for the purchase of auxiliary services to clarify the new estimated values ​​of the Methodology for pricing auxiliary services (hereinafter referred to as the Methodology), approved by the Decree of NEURC dated April 26, 2019 No.635. This was reported by the press service.

“Such a need arose because the Cabinet of Ministers of Ukraine No.253 dated March 29, 2020 (entered into force on April 4, 2020) was removed from the Forecast of Economic and Social Development of Ukraine for 2020-2022 (the Cabinet of Ministers of Ukraine No.555 of May 15, 2019) “an indicator of the price index of industrial product producers (scenario 2)”, the report said.

Ukrenergo has already approached the Regulator with a corresponding request and proposals that will help to avoid similar situations in the future.

Today, two market participants are registered in the auxiliary services market, who can offer the services of ten generating units:

  • PJSC Ukrhydroenergo Dniprovska HPP-1; Serednedniprovska HPP; Kanivska HPP; Kakhovska HPP; Dniprovska HPP-2; Kremenchutska HPP; Kyivska HPP; Dnistrovska HPP;
  • DTEK Skhidenergo LLC: Kurakhovskaya TPP and Zaporizhzhya TPP.

To recap, on March 30, 2020, Ukrenergo resumed daily auctions for the purchase of auxiliary services, which were suspended on March 16 due to changes in the Market Rules and the Methodology.
