The Ministry of Energy and Environmental Protection reported that a draft amendment to the Regulation on PSO on participants in the electricity market had already been prepared.
The changes envisage a reduction in the share of energy sales by Energoatom within the framework of PSO from 85% to 80%, the removal of the PSPs from the PSO mechanism and viewing of price restrictions on the sale of electricity by SC Guaranteed Buyer, providing the company with permission to buy and sell electricity under bilateral agreements.
“This will improve the financial situation in Guaranteed Buyer, Energoatom and other market participants and reduce the administrative impact on market pricing,” said Mrs. Buslavets.
It is also reported that Energoatom will be able to sell the released 5% of electricity on the market of bilateral agreements at special auctions. Prices for this electricity should not be lower than those set under the PSO (567 UAH/MWh), it will be sold in large lots and only to end consumers, without the possibility of resale.
The ministry also reports that almost all key provisions of the Memorandum of Understanding on improving the conditions for supporting renewable energy producers have been agreed upon in negotiations with investors in the renewable energy industry.
“I hope that a Memorandum will be signed this week,” Olha Buslavets said.
Immediately during the meeting of the Anti-Crisis Headquarters, the Verkhovna Rada of Ukraine adopted the first draft law from the anti-crisis package – it will allow attracting about €200 million for safety measures for the operation of nuclear power units. The Parliament is considering a number of draft laws to pay off debts to Energoatom, Ukrhydroenergo and other wholesale market participants.
