The Wind Energy Association opposes the introduction of temporary administrations at green power plants

The draft law "On Amendments to the Law of Ukraine" On the Electricity Market "regarding the introduction of temporary administration in the event of a threat of violation of the security of the supply of electrical energy" provides for a mechanism for the introduction of temporary administration for electricity producers in the event of a threat of violation of the security of the supply of electrical energy and/or manufacturers of licensing requirements for the production of economic activities.
“At the same time, the bill proposes to endow the Ministry of Energy with functions unusual for it - to influence the participants of the electric energy market by introducing temporary administrations in case of violation of the license conditions by a market participant,” the message says.
The Association believes that the introduction of administrations will lead to the impossibility of fulfilling agreements on the sale and purchase of electricity; in addition to this, the draft law "provides for the actual introduction of a mechanism for transferring electricity facilities from private to state ownership without any compensation to producers or investors, which contradicts the principles of building a competitive electricity market."
The experts from the Renewable Energy Associations emphasized that the draft law violates the Law of Ukraine "On the Electricity Market", contradicts the principles of building a competitive electricity market and does not comply with several EU Directives.
The draft law proposes to introduce temporary administrations to economic entities operating in the energy sector in the event of a threat of violation of the security of the supply of electrical energy and/or violation by such entities of the licensing requirements for conducting economic activities.
