11 settlements remain without heat due to debts

Due to 16 heat producers' critical debts, the start of the heating season in 11 settlements is still fully or partially blocked. This is evidenced by the operational data of NJSC Naftogaz of Ukraine on enterprises that do not fulfill any of the requirements for obtaining gas within the limits of public service obligations (PSO).

Residents of settlements in Dnipropetrovsk, Zhytomyr, Luhansk, Odesa, and Kharkiv regions remain without heat.

"Naftogaz on an ongoing basis, regardless of the heating season, informs the regional (city) administrations, local governments and, directly, debtors for consumption, settlements, and debts for natural gas," Naftogaz said.

Since July, the company has been systematically publishing information about the list of debtors on the website who, according to the law, cannot supply gas due to critical debts. Thus, residents of each region have the opportunity to check in advance whether the risks concern their local (regional) enterprises of district heating companies.

Over the past 4 months, 93 heat producers have solved critical debts – the list has been reduced from 109 critical debtors (as of July 13) to 16 (as of November 12).

"We are talking about the fulfillment of the mandatory conditions for the supply of gas provided for by the Resolution of the Cabinet of Ministers of Ukraine dated October 19, 2018 No. 867," Naftogaz explains.

These conditions, in particular, include the signing of an agreement with Naftogaz following the law, as well as the fulfillment of one of the following conditions:

  • compliance with the level of settlements not lower than 90% for all contracts concluded with NJSC Naftogaz of Ukraine (excluding penalties). For a producer of heat and electricity, the property of which is managed by the State Property Fund, not less than 60%;

or

  • conclusion and execution of an agreement with NJSC Naftogaz of Ukraine on the restructuring of debts for consumed natural gas following a standard agreement within the framework of the implementation of the Law of Ukraine "On measures aimed at settling debts of heat supply and heat-generating organizations and enterprises of centralized water supply and sewerage for consumed energy resources;

or

  • submission and implementation of the debt repayment schedule agreed by the executive body of the relevant local council and the implementation of current payments for the used natural gas.

“The protection of Ukrainian citizens during the heating season is a critical issue; therefore, the Company meets all the sides of this process as much as possible. We expect heat producers and their founders to fulfill their obligations to customers and the requirements of the legislation,” says Naftogaz.
