“Naftogaz” refuses to publish the results of the “Ukrnafta” audit

NJSC “Naftogaz of Ukraine” is not going to publish the results of the audit of Private JSC “Ukrnafta”, which it ordered on July 6, 2018 through the Prozorro system. It is said in the “Naftogaz’s” answer to the StateWatch’s request.

According to procurement notices, the tender was won by Ukrainian Private JSC “KMPG Audit”, who is a member of the international chain KMPG International. “Naftogaz” ordered an audit of business processes and operating activities of Private JSC “Ukrnafta” during the period of 2014 -June 2018. The cost of the service was almost 1 million UAH. The audit should have been completed by December 31, 2018.

“Naftogaz” refuses to report the results of the audit, arguing that this interference in economic activities.

“The audit report of the company requested by you is not containing information that is of public interest. In particular, the audit of the internal business processes of the company and its results are not related to the implementation of special interests by the company or other persons to ensure public interests in the operation of the natural gas market, and also does not apply to the company's budget management”, the company replied.

“Naftogaz” emphasized that it is not obliged to provide reports on the audit of “Ukrnafta’s” internal business processes.

As of January 1, 2019, the tax debt of Private JSC “Ukrnafta” amounts to almost 14.6 billion UAH, according to YouControl.

According to the State Register of Judicial Decisions, NABU is investigating at least two criminal proceedings in “Ukrnafta”. The first was registered on April 16, 2015, and concerns withdrawal of funds through oil auctions, the second, dated April 28, 2015, and concerns tax evasion for the sale and purchase of petroleum products.
