The Cabinet of Ministers of Ukraine amended the decree on the separation of the gas transmission system from Naftogaz of Ukraine according to the ownership unbundling (OU) model. The new operator of the gas transmission system “Main gas pipelines of Ukraine” is temporarily under the control of Naftogaz – until January 1, 2020.
The government obliged the Ministry of Energy and Coal Mining and the Ministry of Economic Development to develop, before June 20, a draft act on transferring to Naftogaz the corporate governance powers of “Main gas pipelines of Ukraine”, which should provide for the unconditional return of corporate management powers from Naftogaz to the Ministry of Energy not later than January 1, 2020.
By August 1, 2019, Naftogaz and “Main gas pipelines of Ukraine” must submit an application to the national Energy and Utilities Regulatory Commission for certification of the operator of the gas transmission system, as well as documents for setting tariffs for natural gas transmission services.
Recall that government adopted unbundling model of NJSC Naftogaz of Ukraine, according to which the gas transmission system (GTS) department will be implemented according to the ownership unbundling (OU) model. It was reported by the press service of the Main Gas Pipelines of Ukraine. The ownership unbundling model OU prohibits companies producing, generating or importing gas and electricity from controlling or owning a majority stake in distribution networks.
