The government and mayors agree on heat and hot water tariffs

On January 20, a meeting on tariff policy concerning ​​district heating was held, the Cabinet of Ministers' press service reports.

Members of the Association of Ukrainian Cities under the chairmanship of Vitalii Klitschko, Minister of Community and Territorial Development Oleksii Chernyshev, acting Energy Minister Yurii Vitrenko, Deputy Head of the President's Office Kyrylo Tymoshenko, Deputy Head of the President's Office Yuliia Sviridenko, Chairman of NEURC Valerii Tarasiuk, Chairman of the Board of NJSC Naftogaz Andriy Kobolyev and MPs participated in the meeting.

“All branches of government have joined to protect people from uncontrolled tariff growth. We appreciate that the joint decision with the heads of the cities contains a clause on not increasing tariffs for heating and hot water for Ukrainians. I am grateful to all the participants of the meeting for cooperation. Currently, it is important for all of us to support our citizens during the coronavirus crisis,” the Prime Minister said.

The participants of the meeting agreed to develop a draft joint Memorandum, which will govern the following agreements:

1. Tariffs for heat and hot water in this heating season will remain unchanged.

2. Carrying out joint work on the restructuring of the debt to NJSC Naftogaz, which was formed due to the difference between district heating companies' revenue and the tariff revenue (the so-called “difference in tariffs”).

3. District heating companies will be able to conclude annual contracts with NJSC Naftogaz at a favourable price.

Following the meeting, the Prime Minister instructed the Minister of Community and Territorial Development Oleksiii Chernyshev, acting Minister of Energy Yuriu Vitrenko, Chairman of NEURC Valerii Tarasiuk, Chairman of the Board of NJSC Naftogaz Andriy Kobolyev,  the Association of Ukrainian Cities and interested state authorities, to prepare and submit to the Cabinet of Ministers a draft Memorandum of Understanding on the settlement of problematic issues in the field of centralised heat energy supply and hot water price Ukraine.

To recap, on January 20, the Prime Minister of Ukraine Denys Shmyhal said that all gas supplying companies had to introduce their annual gas prices to the population in the spring.
