The dedicated committee approved the draft law on the development of biomethane production

At the meeting of the Verkhovna Rada Committee on Energy, Housing and Utilities, the draft law No.464 dated 05.05.2021 “On Amendments to the Law of Ukraine on Alternative Fuels for the Development of Biomethane Production” was considered and approved, the press service of the State Agency on Energy Efficiency reports.

The purpose of the draft law is to create legislative conditions for the production of biomethane in Ukraine.

The amendments provide for the definition of the term "biomethane", which is currently absent in the Law of Ukraine "On Alternative Fuels", as well as the establishment of a legislative framework for:

  • the creation and operation of a biomethane register,
  • the procedure for providing a guarantee of the origin of biomethane.

Thanks to the draft law, several barriers hindering the launch of the sphere of biomethane production will be resolved.

Thus, the adoption of the draft law will allow:

  • launch a biomethane market in Ukraine;
  • organize the export of biomethane to the EU;
  • reduce imports of natural gas and promote the development of the domestic energy market;
  • reduce greenhouse gas emissions.

"The potential for replacing natural gas with biomethane is about 8 billion cubic meters per year, which is equal to half of the annual volume of imports of natural gas and more than a quarter of its total consumption," Chairman of the State Agency on Energy Efficiency Kostiantyn Hura believes.

“Besides, biomethane is the resource that will allow loading the Ukrainian GTS,” Yurii Shafarenko, Deputy Chairman of the State Agency on Energy Efficiency commented.

As a result of the meeting, it was decided to recommend to the Parliament to include the draft law in the agenda and consider it in the first reading.

To recap, the Ministry of Economy has offered to process corn from Chernobyl into biogas.

Earlier, the Verkhovna Rada adopted a draft law on the compulsory use of liquid biofuels in the field of transport.
