The Verkhovna Rada, at its meeting on June 15, supported the revised bill 3508-d in the first reading, which proposes a mechanism for restructuring debts of district heating companies, gas sales companies and regional gas distribution companies for gas, Ekonomichna Pravda reports.
301 MP supported the document.
“Today, the population has a debt of UAH 27 billion to district heating companies and the debt of district heating companies to Naftogaz is UAH 47 billion and UAH 8 billion of fines,” one of the bill’s authors Yevhen Pivovarov explained.
This document provides a solution to the issue of financial debt. The following is proposed:
- to cancel the accrual of penalties on debt that accumulated after May 1, 2020;
- to allow the restructuring of the district heating companies’ debt for 5 years;
- to impose a ban on the accrual of penalties on the part of natural gas suppliers by category of the population.
As the Chairman of the Subcommittee of the Committee on Energy, Housing and Utility Services Ostap Shypailo mentioned, part of the debts was due to deficiencies in government regulation.
“Such debts were not considered in the bills of end-users and have no sources of repayment. Including them in tariffs for future periods is irresponsible. Housing and utility companies cannot properly prepare for the heating season and this threatens with a technological crisis in winter,” he added.
According to Shypailo, the revised document also provides for verification of the debt and a mechanism for starting the actual payment.
In September, the Parliament will register the second bill, including changes to the state budget. In particular, the amounts checked by the state that are subject to compensation and the sources of repayment determined under the control of the Ministry of Finance.
