The Verkhovna Rada adopted the draft law on the unbundling of Naftogaz as a basis

The Verkhovna Rada of Ukraine supported the draft law No.2239-1 “On amending the certain laws of Ukraine in connection with the separation of natural gas transmission activities” in the first reading. It is reported by RBC-Ukraine.

286 deputies voted for the draft law, in addition, they also approved a shortened procedure for preparing the document for the second reading.  

The draft law is needed to carry out the unbundling of Naftogaz, which will make it possible to conclude a new agreement with Russia on transit according to European rules.

The separation of the GTS Operator from Naftogaz of Ukraine is one of the key factors in the process of trilateral negotiations on the continuation of the transit of Russian gas through Ukraine to Europe.

Head of Naftogaz of Ukraine Andriy Kobolyev noted that the draft law gives Ukraine a chance to maintain the status of a transit country and not to lose profit of about $3 billion annually.

“Without these legislative changes, Ukraine will not have time to prepare a new operator, which should sign a new contract with Gazprom. Russia will have reason to say that the Ukrainian side is not ready to work according to European rules”, he said.
