Ukraine is 80% ready for the heating season

The Ministry for Communities and Territories Development of Ukraine reported that as of early September, the regions are technically ready for the start of the heating season by almost 80%.

“I want to emphasize the fundamental task for all of us – tariffs for the population should not be increased. For its part, the state is ready to support local self-government bodies and district heating companies. In particular, Law 1639 to compensate for the difference in tariffs is still being developed. We regularly hold meetings with representatives of the regions, Associations of Cities of Ukraine and NJSC Naftogaz of Ukraine, the dialogue continues,” said Minister for Regional Development Oleksii Chernyshov.

At the end of August, President of Ukraine Volodymyr Zelenskyy signed the Law "On Measures to Overcome Crisis Situations and Ensure Financial Stability in the Natural Gas Market", which entered into force on August 29, 2021. The law was adopted to resolve the situation with district heating companies’ debts to NJSC Naftogaz of Ukraine.

To recap, Kyivteploenergo will receive a €140 million loan from the EBRD for the reconstruction of CHPs and boiler houses.

As reported, in June NEURC transferred its competences to set heating tariffs to local authorities.
