“People will be deprived of subsidies for a debt of more than 340 UAH” – Vitaly Muzychenko

Social protection authorities will refuse to assign subsidies for the next year if there is a debt for the heating period of more than 340 UAH and with a term of more than one month. It was said during the meeting at the Ministry of Regional Development, Construction and Housing and Communal Services on the monetization of subsidies, by Vitaly Muzychenko, the Director of the Department of State Social Assistance of the Ministry of Social Policy.

“We have provided for a certain system of control over the payments by citizens of housing and communal services. As you know, subsidies are assigned until the end of the heating period. So, the current subsidies will expire on April 30, 2019. In May, when citizens apply for registration of subsidies for the next year, or while determining the right to receive subsidies in an automatic mode, when there is no need to apply separately, social protection authorities will receive data from service providers about the presence of overdue debts”, he said.

 Also, the Ministry of Social Policy of Ukraine is considering the possibility of introducing a combined mechanism of control over the payments of utility services, when recipients of subsidies who will pay utility services on time receive cash subsidies and debtors will be transferred to cashless form of subsidies.

“So, the state “will help” such citizens to be disciplined through Oschadbank to pay their obligations to service providers," Muzychenko explained.

It was reported earlier, due to the tightening of requirements to receive subsidies, the total number of people who are entitled to benefits has been halved. This affects the growth of consumer debt. Also in gas distributors note the delay of payments from the state budget, because of which the gas supplying companies themselves become debtors to NJSC “Naftogaz Ukrainy”.
