Belarus may build a hub for checking oil quality from Russia

By the end of 2019, Belneftekhim concern will decide on the construction of a hub for checking the quality of oil from the Russian Federation on Druzhba main pipeline.  It is reported by Enkorr with reference to angi.

“Such a decision is now at the adoption stage.  We expect that by the end of the year it can be received”, said Volodymyr Sizov, Deputy Chairman of the concern.

He added that Minsk expects to coordinate oil supplies for 2020 with the Russian Federation to the republic by the end of the year.  

“The balance of oil supplies for 2020 is a process of bilateral relations.  Therefore, we would like to work out a joint decision as quickly as possible, so that this is done before the end of the year.  While the negotiation process is ongoing”, noted the Deputy Chairman of the Belarusian concern.

The Belarusian side previously stated that it expected to maintain the volume of oil supplies from the Russian Federation at the level of 24 million tons in 2020.  Earlier in the intergovernmental agreement, the volume of duty-free deliveries of oil from Russia to Belarus was set at 24 million tons per year, of which 18 million tons are processed at Belarusian refineries and duties on the export of oil products remain in the budget of the republic.  Since 2017, Belarus has the right to re-export with the transfer of duties to its own budget as well.

Earlier it was reported that Belarus would reduce the export duty on oil and oil products exported outside the customs territory of the Eurasian Economic Union.  Crude oil export duty rate is $87.2 per ton.
