The Committee of the Ukrainian Bar Association sent an open appeal to the Prime Minister of Ukraine Denys Shmyhal with a request to immediately appoint the Minister of Energy and Environmental Protection of Ukraine.
The reason for the lawyers' concern was the need to start work on a number of legislative changes as soon as possible in order to solve problematic issues in the field of renewable energy sources. In particular, in their letter, the lawyers reminded about the need to amend NEURC’s decisions on setting the electricity tariff, entrusting the performance of PSO to Guaranteed Buyer exclusively in terms of payments of a feed-in tariff, etc.
In addition, the experts of the UBA Committee emphasized that the imperfection of the legislation and the absence of the Ministry’s head would become a significant obstacle to the implementation of the draft Concept of the “green” energy transition of Ukraine by 2050. It set a goal in achieving a 70% share of renewable energy by 2050. The project was submitted by the Ministry of Energy and Environmental Protection of Ukraine on January 21, 2020.
