“Small “green” objects need to be supported, not oligarchic power stations” – the State Agency on Energy Efficiency and Energy Saving of Ukraine

The development of small solar power plants, both on the roofs of private households and small land capacities, is the development of small business, and not oligarchic groups. And this should be taken into account when developing new legislation to support the development of renewable energy.

 Support of small generation facilities is the weak side of the new draft law on stimulating the development of renewable energy sources (RES), said Yuriy Shafarenko, the Director of the Department of Renewable Energy and Alternative Fuels of the State Agency on Energy Efficiency during the discussion “How much does the production of “green” electricity in Ukraine cost”.

According to him, there is a good dynamics of development of the market of small solar stations now in Ukraine. If at the beginning of 2014 there were only 21 households with solar panels, then by the end of 2018 there were already 7450. And the State Agency on Energy Efficiency urges to encourage this dynamic.

“The problem with this daft law is that we encourage only large power plants. We say that generation facilities with a capacity of more than 10 MW are switching to auctions and we forget about small facilities – in particular, households and small land capacities that will not enter auctions because they do not have such an opportunity. Therefore, we offer support for small facilities with a capacity of up to 500 kW, including households”, Mr. Shafarenko said.

 In particular, it is proposed to create a special tariff based on the weighted average auction price for small households in the Statу Agency on Energy Efficiency. It is planned to assign it for 20 years – as well as the tariff that is set for large objects of renewable energy sources on the basis of the auction.

“We propose for households to make weighted average tariffs on auctions and give a surcharge of 20% to it, although this issue needs to be further discussed. And also to provide them with the opportunity to conclude an agreement on the sale of electricity for 20 years from the date of commissioning”.

 A similar system the State Agency on Energy Efficiency is used when establishing tariffs for thermal energy for boiler houses on alternative fuel: a weighted average tariff is calculated based on the National Regulatory Commission tariff for heat from gas, minus 10%.

According to the forecasts of the Director of the Department, in 2023 people will no longer have an economic interest in building power plants on households, as there will be only 7 years left until the end of the “green” tariff (in most cases this is the payback period of the objects).

“We must expect this”, summed up Yuriy Shafarenko.

As it is known, the State Agency on Energy Efficiency requires that the draft law on the switching to a new system of support for renewable energy sources, the switching to auctions is necessarily provided from 2020. For solar power plants, the minimum capacity for obligatory participation in the auction is from 10 MW, for wind power plants – from 20 MW.

From 2021 it is planned to reduce the threshold of the minimum power of solar stations to 5 MW, and from 2023 to 1 MW for all types of generation.
