The Verkhovna Rada supported the draft law on the compulsory use of liquid biofuels in the field of transport

The Verkhovna Rada adopted as a basis draft law No. 3356-d "On Amendments to Certain Legislative Acts of Ukraine Concerning the Mandatory Use of Liquid Biofuels (Bio components) in the Field of Transport", the State Agency on Energy Efficiency reports.

293 people's deputies voted for this decision.

The main goal of the draft Law is to create an effective legislative mechanism for the development of a competitive market and the use of bioethanol and bio components in transport in Ukraine.

“The development of the bioethanol market is an important step towards replacing oil and petroleum products, which in 2020 ranked first in the commodity structure of imports of Ukraine in the amount of $ 3.8 billion,” commented acting Chairman of the State Agency on Energy Efficiency Kostiantyn Hura.

Besides, Ukraine annually imports up to 55 thousand tons of bioethanol in gasoline. At the same time, the total production capacity of the State Enterprise Ukrspirt is about 110 thousand tons of bioethanol per year, which are currently unused.

The draft law provides for:

- establishment of a mandatory share of liquid biofuels (quotas) in the total annual volume of gasoline sales: from May 1, 2022 – at least 5% by volume;

- introduction of accounting and control of the content of bio components in gasoline;

- establishment of responsibility for non-observance of quotas by business entities engaged in the production, import and sale of gasoline in the customs territory of Ukraine;

- introduction of requirements for compliance with sustainability criteria for biofuels from July 1, 2022.

At the same time, the technical characteristics of fuels with bio components must necessarily comply with the requirements of technical regulations, harmonized European standards and other regulatory legal acts.

During a speech in parliament, People's Deputy of Ukraine, Chairman of the Verkhovna Rada Committee on Energy, Housing and Utilities Andrii Herus said that the bill was considered by the Energy Community, it complies with European practice and will help reduce harmful emissions into the environment.

To recap, a draft law on the introduction of a solid biofuel market was sent to the government for consideration.
