The State Agency on Energy Efficiency knows how to displace 1 billion cubic meters of gas through rubbish

The Head of the State Agency on Energy Efficiency, Sergey Savchuk, said it during a public report on the activities of the Agency. According to him, the recycling of waste into energy is one of the critical areas on which the State Agency on Energy Efficiency will focus.

“10 million tons of rubbish from the population is dumped annually. If this rubbish is used in terms of energy utilization, we can equivalently displace up to 1 billion cubic meters of gas”, said S. Savchuk.

As it was reported, yesterday one of the top managers of the NJSC “Naftogaz” said that Ukraine is losing 1-1.2 billion cubic meters of gas per year due to depletion of existing oil and gas fields.

According to the State Agency, 93% of household waste is disposed to the landfills in Ukraine. While, for example, in Sweden, 50% of the rubbish goes to energy utilization, the country even imports rubbish – 800 thousand tons.

The State Agency on Energy Efficiency is developing a draft law that is capable of turning energy recovery into a profitable business. According to Savchuk, it is necessary to create guarantees and incentives to invest in this area, to consolidate legislatively environmental requirements for rubbish recycling plants, to establish rules for the tariff setting of energy recovery services, as well as to establish an administrative system at the municipal level – so that everyone play by the same code.

The Agency proposes the concept of waste management, which provides for a minimum amount of rubbish at the level of 30%, which must be recycled.

At the same time, the current situation with recycling, although it is bearish, but still allows to receive energy from rubbish. Recently, biogas production projects at landfills have become more active.

“The biogas capacities that generate electricity are beginning to develop actively, primarily agricultural holdings and animal farms, which have access to animal waste, as well as landfills. In 2018, 12 new plants were launched that generate electricity from biogas”, said the Head of the State Agency.

According to the State Agency on Energy Efficiency, in 2018, a research of the biogas potential of landfills was conducted, according to which projects with 15 MW can be launched in Ukraine. To realize this potential, an investment of 20 million euros is needed.

Over the past 4 years, the number and capacity of biogas plants has tripled. If in 2014 there were 10 of them with a total capacity of 15 MW, then as of January 1, 2019 their number reached 33, and the capacity – 46 MW.

According to the State Agency on Energy Efficiency, in 2018 compared to 2014, gas consumption was reduced by 6 billion cubic meters by such categories as population, budget and district heating companies. In addition, over the past 4 years, about 500 million euros have been invested in 2120 MW of new capacities that do not generate heat from gas.
